forget to do sth与forget doing sth的区别只有一个：
1、forget to do sth 意思是“忘记要去做某事”，指的是这件事情本来要做，但是忘记了而没有去做。例如：
I forgot to close the windows this morning. 今天早上，我忘记关窗户了。（窗户没关）
He forgot to turn off the lights when he left the classroom. 他离开教室的时候，忘记了关灯。（灯没有关）
2、forget doing sth意思是“忘记做了某事”，指的'是这件事情本来做了，但是忘记了而以为没做。例如：
I forgot paying for this book. 我忘了已经付过这本书的钱。（之前已经付过钱了）
She forgot locking the door. 她忘了已锁了门。（门之前已经上锁了）
